Welcome to SULGO

The ‘Support to Local Governance (SULGO) Programme’ is a bilateral development cooperation programme between the United Republic of Tanzania and the Federal Republic of Germany. Its objective is to help providing  better public services to citizens at local government level. In this context, SULGO focuses on the following areas:

In each of these focus areas, a number of SULGO products have been developed. Those have been introduced and tested in the two SULGO pilot regions Tanga and Mtwara.

Through SULGO, Germany supports the Tanzanian decentralisation process as pursued by the Local Government Reform Programme (LGRP). Pursuing the path of decentralisation by devolution (D-by-D), the LGRP grants Local Government Authorities (LGAs) more political, administrative, and financial autonomy. As LGAs in Tanzania are responsible for all basic public services (e.g. health, education, water), their performance is essential for the successes of sector reforms and poverty reduction in general.

Further support of decentralisation in Tanzania is provided by KfW (German Development Bank) through financial assistance the strengthening of local governanments' financial resources.

Looking back at Soko la Sulgo: A market of innovations and interactions

On Wednesday, September 18, and Thursday, September 19, 2013, over 150 guests used the opportunity to explore the SULGO products during the Soko la SULGO, the SULGO Market. In an interactive marketplace set up at the Marquee in Serena Hotel, Dar es Salaam, they learned more about SULGO’s holistic approach to strengthening public service delivery at the local level. Staff from SULGO and its partner organizations explained SULGO activities and results in ten authentic market booths, which visitors could experience following either a bottom-up or a top-down path. In a variety of highlight formats, expert panels discussed issues critical to local government, such as tax collection and internal audit. Visitors put themselves into the shoes of villagers, Village Executive Officers (VEOs) and Local Government Accountants. A ward tribunal staged a real-life performance of one of its cases, engaging with a captivated crowd.

The event was attended by many national and local political leaders, including His Excellency Prime Minister Mizengo Kayanza Peter Pinda and Her Excellency Hawa Ghasia, Minister of the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG). Representatives of international donor organizations expressed their interest in SULGO products and exchanged ideas regarding the future of international support for local governance processes in Tanzania.
